En el año 1.983 organizó un festival aéreo en Coruña del Conde, provincia de Burgos, para celebrar el bicentenario del primer vuelo del hombre, realizado por Diego Marín Aguilera, participando varias disciplinas aéreas: parapentes, aeromodelismo, avionetas y paramotores; en esta disciplina se invitó a Laureano Casado que impresionado por lo romántico del asunto, llegó a realizar un programa de televisión, y homologando un récord FAI en paramotor, en el mismo recorrido que Diego Marín quiso realizar.
Entre los años 1.985 y 1.992 el aero club sufre una disminución de la actividad muy importante, debido a la pérdida de sus dos aeronaves. Pero pronto y con la colaboración del Aero Club de Vitoria, un grupo de seis alumnos de Burgos comienzan la enseñanza; a este periodo le sucede otro de más actividad: el Real Aero Club de Burgos firma un convenio con la Dirección General de Protección Civil para volar cien horas de vuelo en misiones de vigilancia forestal, búsqueda de personas desaparecidas en el medio rural, cobertura de la red de radio de emergencia de Protección Civil, o vigilancia aérea de las carreteras regionales. A todo esto le siguió un gran programa de vigilancia de carreteras en fines de semana, luego las operaciones retorno, involucrando a varias instituciones: Dirección General de Tráfico, Dirección General de Protección Civil, Dirección General de Aviación Civil, Telefónica, Delegación del Gobierno en Castilla-León, Salamanca y Burgos, realizándose de este modo cientos de horas de vuelo, llegando a participar los aero clubes de León, Valladolid, Salamanca y por supuesto el promotor de esta idea: Burgos. En 1.992 y vista la progresión adquirida, el Real Aero Club de Burgos compra en los EEUU una flamante PIPER Archer II de 180 HP y con instrumentación para IFR; con la llegada de la nueva avioneta se reactiva la escuela de vuelo con motor que cuenta con la colaboración de Bernardino Martínez, alias "Nino". Un primer grupo de alumnos, en total seis, imprime nuevos ánimos al club. A estos les seguirán más. La actividad de la escuela se complementa con el primer curso de Seguridad y Recuperación de Posiciones Anormales en Vuelo, impartida por el piloto de la Escuela Itinerante del Real Aero Club de España, D. Manuel Castañeda.
